Can I file for last year's state taxes this year? How do I get a 1099G for unemployment?

Yes, you can file your 2016 taxes this year, but you can't use the online program which is only available for this year's return. 

For 2016, you would need to purchase the software. You'd also have to mail your state return, because efile isn't available for last year's returns.

HERE is where you can purchase CD/Download versions of past years' programs. 

If you haven't received a 1099G from your state for unemployment, you can often retrieve it online at your state's website. If you let me know which state, I can help you find out where to go.
