Question

Can I file my 2019 Tax Returns as "Married, Filing Jointly" and claim my wife as a dependent if she just arrived in the United States (middle of December 2019)?

You can file as married-joint if she is a resident. If she is not a resident, you can still file as married-joint, but you would have to include all of her income on your tax return.

She will have to have an individual taxpayer identification number or social security number.

Your spouse cannot be a dependent on your tax return, but you will receive more favorable tax rates by including him or her on your tax return by filing as married-joint.
