Can I file my federal return while waiting for wi. to release updated form?

"Can" but I recommend you do not.

 

Lat year, a lot of IL residents did so, and had trouble later getting access to their final IL forms.

So it's better if you wait and file both at the same time.  Who knows, maybe you'll get some other late forms that yo have to put into the Federal section.  Filing too early can lead to having to AMEND , and you really don't want to cross that bridge.
