Yes, you can still file a 2020 tax return.

To complete and file a 2020 tax return using TurboTax you would need to purchase, download and install on a personal computer one of the 2020 desktop editions from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/

A 2020 tax return can only be printed and mailed, it cannot be e-filed.

You can't e-file a 2020 return. You will have to print and mail the 2020 return, and your mother will have to sign it. If she is no longer alive, or not competent to sign, write back here and we can give you more details about how to proceed.
