Can I file only a State(California) tax return only without a federal return? I already filed a federal tax return. But system doesn't let me file only the state return.

No. How did you file federal? You can only efile state if you efiled federal from the same account or program. And to do a state return in Turbo Tax you have to fill out federal first anfpd pay for federal for it to flow over to state. Then you can print and mail state. See,
