Can I file State now and file federal later in order to use my state refund to offset what I owe the Fed?

I owe federal but getting a refund, I want to offset my federal tax bill with my state refund.

The state cannot be e-filed or accepted until the federal has been e-filed and accepted. The way to pay federal when you get your state refund is tell the software you will pay the federal by mailing a check. Then go ahead and e-file both-----hopefully you get the state refund in time to pay the federal tax owed.
