Yes, you can file a tax return and claim a refund of the federal and state tax withheld. However, you must indicate that you are being claimed as a dependent on someone else's return when you do so. You must have tax withheld in order to claim a refund when filing as a dependent. If you did not have any tax withheld, then there is no reason to file.
