Can I file taxes for 2016?. I didn't file taxes as I didn't have any income. And I filed taxes for 2017 and received 4883C, can you please help me on this?

You should not file a tax return if you did not have any income, and the 4883C was not sent to get you to file a return. I recommend responding to the letter. See this link from the IRS for response details:

Instead of sending a 2016 return, include a letter stating that you had no income for the 2016 tax year. If you call the IRS explain your situation and ask what documentation they would have you send in lieu of the requested documents that you may not have available.
