Can I File Twice? My Work Botched My Taxes

I live in Oregon and work remote for a company in California.

I started a job in November, and my work kept taking CA income taxes out, even thought they should have been taking only OR taxes (sometimes they took both out). To rectify this, my boss says I should do the following and I am wondering if it is true.

I've been advised by our CPA to do the following:

You should go ahead and file 2021 Federal and CA taxes now. For CA, you'll put $0 and specify you were living and working in OR. With this, you should get a refund for all CA withholding taken. Please let me know of any fees associated with filing your CA return and we'll be sure to reimburse you.

Our CPA will register us to pay OR withholding. Then you can file your OR taxes. There will likely be a balance due but you can just apply the refunded withholding from the CA taxes as it shouldn't be that different for you.

Our CPA says he should be able to fix any 2022 issues, so that next year you can just file federal and OR. Again, our apologies for the headache here and let me know if you need assistance with any part of this.

If anyone knows if I can file twice like they say, I'd love some help here!

Yes, that information is 100% correct- You must file a California nonresident tax return with zero California income.  You will get a refund of all the California withholding.  You also must file an Oregon resident tax return and report all of the income.  Since there was no Oregon withholding, you will owe state tax (but it should be close to the amount of the California refund).

You can file them both now if you want, just be sure to pay the Oregon tax before the due date (April 18th).
