For your federal tax return, there is no additional fee for efiling your tax return. The fee you pay is for the use of the program to prepare your tax return. It is the same whether you efile or must print and mail your return.

There is an extra fee to efile a state return when using the CD/download product installed on your computer. If that is the fee you want refunded because you were unable to efile your state return, you can contact TurboTax directly.  Your post shows you are using the online product so this fee does not apply to your state return.

So if I understand your reply right your saying that I paid $110.00 for the use of a program to gather my info to be submitted not for them to file. There was an extra payment for $34+ some change added to file. I don't get that back either due to the fact neither tax (fed/state ) were successfully filed?
