If you filed and paid for your return through TurboTax, you cant clear and start over.  You would need to fix the reject in TurboTax.  The reject reason should be on Tax Home page with what needs to be fixed.   If you think someone used your social security number and filed a return and is rejecting because the social security number has been previously used, then you need to contact TurboTax security.  Here is the link for that.  It also could be rejecting if you were used as a dependent on another persons return.  You should check with parents or relatives to insure that is not the case.  Finally, if you want to start over but cant in TurboTax, if you fall within certain income limits you can use the IRS FreeFile to complete your return outside of TurboTax.

Here is the link for IRS FreeFile.
