Can i mail a print out taken from a scanned filled form ?

I have someone abroad who needs to file 1040-NR. Can he complete the paper form locally, sign it, scan and email me ? Then, can I print from the scanned copy here in US and mail to the appropriate address of IRS for that person's location? or does the signature need to be fresh in paper copy mailing ? (He has difficulty to mail directly from abroad in the current covid situation)

Unfortunately the IRS is still requiring original signatures on tax returns unless they are filed electronically.

TurboTax doesn't support Form 1040NR: U.S. Nonresident Alien Income Tax Return, but we have a partnership with Sprintax offering a nonresident tax filing solution to our TurboTax customers.
