Can I make a prior year contribution to HSA for hernia surgery out of pocket

I didn't know about HSAs, etc. and paid for hernia surgery out of pocket understanding that I could deduct it. 

If I set up an HSA or FSA or something I could put max in and pay it out. It was $7000.

FSA or HSA could have been filled up and just about paid that $7000 as I knew it was coming. 

Can I do anything retroactively?

You can make contributions to your HSA (not an FSA) to include on your 2022 tax return up until April 18, 2023.    The amount you or any other person can contribute to your HSA depends on the type of HDHP coverage you have, your age, the date you become an eligible individual, and the date you cease to be an eligible individual. For 2022, if you have self-only HDHP coverage, you can contribute up to $3,650. If you have family HDHP coverage, you can contribute up to $7,300.
