Can I pay less than the estimated tax amount that is due quarterly.

A few dollars less, possibly, but generally, no.  For Tax Year 2019, you will need to pay at least 90% of your tax due for 2019 prior to filing in order to avoid a penalty or make sure that your payments made, including withholdings from wages or other income sources, are 100% of what you tax on line 15 of your 1040 is for 2018.
