You can but not through TurboTax.  You can e-file your return and then go on the IRS website to pay taxes owed and you can use two forms of payment on the IRS website.

If you choose to pay on the IRS website, then when you go to file your return, choose to mail a check for your taxes owed, that will get you through to e-file your return, then you can go on the IRS website and pay what is owed.
