Can I pay the tt fee w/my cc for someone else

Yes, someone else can pay the TurboTax fees associated with the account. Just be sure that the other person is aware of the amount charged to the credit card. For fee payment, we can only accept VISA, MasterCard, American Express, and Discover cards with a U.S. billing address.
