Can I upgrade to deluxe for federal, but file for free for state returns? I upgraded to deluxe for federal and it's making me upgrade for state too, but I don't want to.

Nope. In TurboTax Online, state returns are only free if the Federal return is free, under either Federal Free Edition (Absolute Zero) or Freedom Edition (IRS Free File).

This is ridiculous - 8 non-resident states x $59 = $472. 5 of the states have $0 or less than $59 refunds...

@aschlecte You might want to see if you can prepare and file state returns on the state's tax sites.
