No. You cannot pay for online TurboTax software using the license code for desktop software. The license code is ONLY for desktop (CD/download) software. Why can you not use the downloaded software? What happens when you try to use it?

The license code is only used for the 2019 TurboTax desktop CD/Download editions, not the online editions.

The TurboTax desktop CD/Download editions and the TurboTax online editions are totally separate programs with separate price points.

Why cannot you download the 2019 TurboTax installation file?
