Question

Can individual return for decedent due a refund be e-filed using Form 1310 with Part I, Box B checked? Form 1310 instructions seem to permit it. If not, why not?

TurboTax software won't process e-filing federal return with Part I  box B checked on Form 1310

No, you can not e-file becasue you have to attach a court certificate showing your appointment unless previously filed (see instructions).  You can not attach the court certificate to an e-filed return.

I understand court certificate can't be "attached" to e-filed return.  No paper can. What instructions were you referring to?  Form 1310 instructions state, "If you checked the box on line B or line C, then if the original return was filed electronically, mail Form 1310 to the IRS Center designated for the address shown on Form 1310" Box B on 1310 is for court-appointed personal rep & requires court document to be attached to 1310.  Seems to me that permits e-filing.
