Yes, he can file his own tax return although he has only worked part-time and is your dependent.

When filling out his return, he should take care to mark the question "Can another person claim you as a dependent?" as yes. If this question is not marked yes, then either his or your tax return will be rejected by the IRS. Only one person can claim a personal exemption for an individual.
