can not proceed to federal without paying for state.

    Federal is first. If you mean you can't e-file the federal without paying for state, you will need to select File by mail for the state and then you can proceed to file the federal return only.

    Are you using online software or the desktop download?   If you are using desktop software you can avoid the $25 state e-file fee by printing and mailing the state instead of e-filing the state return.

     

    If you are using online---what do you want to do?  Delete the state?   E-file federal and then e-file the state later?   Mail the state? (you pay TT fees for preparing the state even if you mail it when you use online).
