Can not transmit state return for NC

Was able to complete and transmit federal return, it has been accepted however when I go to efile my state I get this error. It shows fee for state has been paid and I received email of confirmation of fee paid, but it will not let me efile the state forms.

Please log completely out of TurboTax, then try clearing out your browser's cache stored on your computer. A full or corrupted cache can keep TurboTax from functioning properly.
