Can someone explain why it says We've transferred some state withholding information from your prior year tax return after I enter my w2 form ?

There might be some state tax reporting issues that required an answer in TurboTax and you may have provided that information in a prior year. The message doesn't necessarily imply that numbers are being entered. For instance, your state ID number may have been carried over from the previous year.

    How can that be fixed I’m not understand why money is being deducted and it’s saying that I owe when I paid my taxes
