Can't file returns?

I tried filling my federal last week and got the following message when running the smart check, "We can't file your returns just yet because the government is still working on finishing up certain tax forms that are in your 2019 tax return." In the box below that message it shows Form 1040: Individual Form & 8863 Educational Credits. When running the error check it takes me to worksheet 1098-T box 1 and form 8863 which it says, "This form has not been approved for release at this time..." I've still getting these messages and I've updated the software. What's going on with this situation?
