Can't upgrade to turbotax deluxe - will only let me upgrade to premier

I am applying with foreign earned income but I don't understand why I can't just upgrade to deluxe.

If the Premier option is only being offered, you probably already have been upgraded to Deluxe. To verify, please follow the steps below:

Once logged into your account, and you have accessed your return, click on the File tab.
Under you order summary, you can view what product you are using.
