Can we file with turbo tax if we have had fraud before and have an irs number that we get from the irs

Yes, you can use TurboTax if you have received a 6 digit Identity Protection PIN from the IRS.

If you are referring to an IP PIN (the 6-digit Identity Protection PIN) provided by the IRS to certain victims of ID theft, then yes, TurboTax allows you to enter the IP PIN so you can efile your return.
