where can i go back to Health Coverage Exemptions and Individual Shared and change my answer?

On the Federal return, the Form 1095-A questionnaire is under Medical in Deductions & Credits.

If you are working on a California state return, the Health Insurance Penalty interview is in the Credits and Taxes section.

You can obtain your Electronic Confirmation Number (ECN) from HealthCare.Gov.
