Claiming a 2018 state refund on my 2019 1040 Form.

    Instructions in Turbo Tax indicate that I do not have to claim my 2018 tax year state refund on the my 2019 taxes if I did not file a Schedule A (which I did not).  I did take deductions on my Schedule C which included local property taxes.  Does this mean I must claim by state tax refund?  Thank you.
