Claiming Grandchildren

My grandchildren lived with me 10 months last year. My daughter, their mother, refuses to give me their ss #s -and- plans to claim them on her taxes simply because they are her children. She does not live with me and did not during the time I had my grandchildren. I can prove they lived with me using their medical insurance, which is under me, and goes to my address. One is under the care of a physician and receives a monthly prescription to my home. What can be done? Do I need to mail in my return with a letter?
