Your add states free tax returns and yet you charge $20.00 for state returns.  Lest we forget you also charge a bank processing fee of $40.00.  This is not free!  Quit lying, or if you prefer quit the double talk of how you are making more money!!!  Somehow Intuit is getting something else out of the deal besides the cost of the software!  I'm not buying that Intuit is not getting more money out of the bank processing!

Are you using the Desktop program?   You don't have to pay the Extra $40 Refund Processing Service charge (45 in California).  You can pay the $20 state efile fee upfront with a credit card or print and mail state for free.

Box says Federal Returns & Federal E-File plus State Returns.  It does not say state efile is included.  It also says on the back of my CD case in the comparison chart....

1 state product via download (print free  or efile for $19.99 each) prices subject to change without notice.

And click on 1 state download on Deluxe or above on the Desktop CD/Download page.  Then in the pop up box scroll down to the very bottom.

Yes you have to go slow and watch out for this screen.  It can trip you up.

The CD/download includes the software to prepare a state return of your choice.     There has been a fee to e-file the state return for many years.   You can avoid the state e-file fee by printing and mailing the state.  And you do not have to choose the refund processing fee of $40---you can pay the $20 upfront using a credit/debit card to avoid that extra fee.
