Do I do  a 1099  for my wife that has daycare in our house and is not licensed or what form do I use to report her income and expenses.

No, you do not create a 1099 for your wife's daycare business.  You just report all the income she received for the business (from all sources) and all the expenses she paid for the business.  And, you report the use of a portion of your home as a Home Office expense for the business.

Click the "magnifying glass Search" icon on the top row, enter "self employment income" in the search window and press return or enter, and then click on the "Jump to self employment income" link to begin entry of the your wife's daycare business.

After you answer several questions about the daycare business, you'll get a summary screen with buttons for Business Income and Business Expenses (including Home Office expense).
