Deceased father no spouse no will no estate no executor, does the child have to file the deceased fathers taxes or do they just call the IRS to notify them or do nothing

Whoever is in charge of the your fathers property (no matter how little it is) would be the one to file the final return.  There is not a legal requirement that a child does it.  However, if you were to claim a refund, this would be the only way to do it.
