Facts:

Traditional IRA

IRA Owner DOB: 04/26/1930

IRA Owners DOD:  10/20/2018

Beneficiary Relationship Daughter with no disability or special circumstances

Beneficiary Date of Birth:  03/12/1950

Has taken no RMDS from this IRA since receipt in 2019

Questions:

a) Do these facts and dates mean the survivor is not covered by the 10-year rules? Does this IRA receive RMD treatment (Using the Life Expectance Tables).

b) If it is covered by 10-year rules, when must RMD's begin to avoid penalties.

The 10 year rule does not apply because the decedent died before 2020.  The beneficiary can choose to take distributions based on the longer of their own life expectancy or the account owner's remaining life expectancy.  See Retirement topics - Beneficiary.
