Question

Direct Deposit was DD:TCS Treas 44-tax refund and the amount is more than state but 5,000 less than FED.. Is it my state or fed refund??

This code typically means there has been an adjustment by the IRS to your federal refund. You will receive a notice from the IRS.  

An offset by the IRS is used to pay off past-due federal tax, state income tax, state unemployment compensation debts, child support, spousal support, or other federal non tax debts, such as student loans.
