Do any one know why Box 15 doesn't have TN listed?

I am referring a post from Amy T who provides a good solution for the issue.  Please see below:

 

"If you live in a state that does not have income tax (like Tennessee), you should make sure that all the boxes in the state section are completely blank.

 

If that does not work, you can enter the federal ID number (EIN) in box 15. "
