Yes, as long as your child was born before the stroke of midnight on December 31, 2019, you will list your child on your tax return for 2019. 

 

You do need to have a social security number for your child, but this typically only takes a few weeks.

Only if they were born in 2019.  A child born (even on Dec 31) is considered to live with you the whole year.  So pick the Whole Year at the top of the drop down box.
