Do I have to file a 1099 for interest on a personal bank account?

You mention "file a 1099", I assume you mean do you have to report interest income that is normally reported on a form 1099-Int from savings you have in a personal bank account. If so, then yes, all interest income on bank savings accounts is taxable on your federal tax return.
