I have been a resident of the city of Flint for the past year, while working in a different city that does not appear to have an city income tax.

Yes, you are a resident and must help pay for local services. City of Flint states: The City of Flint, by ordinance, collects a local income tax of 1% from residents and 0.5% for non-residents who work within the City.
