Question

Do I have to file amended state return if taxes due does not change?

I filed federal and state returns and then realized after that I understated my income by one dollar because of an import glitch. I filed an amended federal return for one dollar more and it did not change the amount of taxes I owe at federal level. Do I need to file a state return as well, even though this amendment does not show any change to the amount of taxes I owe?

No, you can skip filing it.  You don't need to file either of them if your refund or tax due amount does not change, but it is okay if you filed the federal return.

When you file your 2025 tax return next year, if you have to enter your 2024 AGI in order to e-file, you will have to enter the AGI from your original 2024 tax return, not from the amended return.
