Do I have to file Form D-400 if I Efile federal and state?

You cannot file the NC state form D-400 now. No one can as the NCDOR has stopped all processing until Mid-Feb.....and TTX indicates 17 Feb right now (and that could change, longer or shorter).

You "could, e-file just yoru Federal now, and come back later to e-file the state when it's all ready. But, I would recommend you just wait. Why? Far too many people are rushing to file, then discover next week or the week after that they got another form (or 2). One of my providers won't have their tax forms ready for me to enter until after 12 Feb...
