No.   The Live feature is an optional add-on, which allows contact with a CPA/EA tax expert during return preparation and a final review of your return prior to filing.     If you used Free Edition for your 2018, the minimum purchase to unlock prior returns is the PLUS upgrade for 19.99 by credit/debit card.

Have you already filed a 2018 online TurboTax return, or is it still in preparation?  Or did you file elsewhere?

What edition did you use to prepare your 2018 return?  You appear to be in Live Deluxe.   If you try to pay now, it will charge you 119.99 for Federal and 44.99 for state, if applicable.    If you haven't filed, you can remove the optional Live part and get back to regular Deluxe at 59.99 for Fed and 44.99 for state.   We can tell you how.   Or if you don't need Deluxe at all, you could downgrade to Free Edition, then upgrade to PLUS.

Have you located the prior year returns, and when you try to "download/print the PDF", does it tell you to pay?    Are the prior returns in the SAME account as 2018?
