Do I need to file if I made less than $4,000.00 and never received a 1099 from the company I did contract work for?

I did contract work for a company out of state and I made less than $4,000.00 total, they never sent me a 1099 or any tax forms - do I need to file? Do I need a 1099 Misc?

    you had over $400 of Self-employed income, so that triggers a tax return.

    Do I have to have a 1099 from the company? I'm not sure why I didn't receive one.
