Do I need to file my taxes for 2023? I came to US for the first time in Jan 2024 with green card.

If you had no income in the U.S. in 2023 then, no, you will not file a 2023 income tax return.   You say you did not come to the U.S. until January 2024.   You may need to file a 2024 tax return next year when tax year 2024 is over.  If you are a non-resident alien, you will not be able to use TurboTax.  Check back next year for help.

No.  If you were not in the US in 2023, and did not have income from US sources, you would not file a tax return for 2023.  You would wait until 2024 to file a return.
