Do I need to file the 1099 Misc Income in my Tax statement which I received from the contractor who installed Solar Panel on my residence roof?

The State provided me rebate for installing the solar panels. Now my contractor sent me this statement, which is resulting in me having to pay income tax.

Several states have tax features related to solar panels.  What state are you filing a tax return for?  Is the 1099-Misc from the contractor or from a state agency?
