Do I need to prepare for DC if I work in maryland? Idk why it says I may even though Im not even allowed to efile?

"Based on your federal return, you still may need to prepare a return for District of Columbia." D.C isn't my state of residence so why is it saying I skipped my state return? I completed Maryland

We need a bit more clarification if possible.  Not having access to your return I cannot say for certain, but is it possible there is something on your W-2 that indicates you worked in DC or have other income reported elsewhere on your return that pertains to DC?  Check the source of all items entered in your return, especially your W-2, to see if anything entered may have a DC source.  Any additional information you can provide us with will help answer your question.

@JosephS1 Yes I work in DC. This is the first year filing myself but I've never gotten a return as long as I've worked in dc

Check box 15 on your W-2.  If DC is listed then you will have to file a DC return.  If not you should be able to ignore the warning.
