No, you only mail the 1040V payment voucher along with the payment.

did you charge me a fee to file if so I want free filing with Turbo Tax? I need a copy of my 2019 1040V form

E-filing federal and state is no extra charge with TurboTax online. Once you purchase the state the e-file comes with it.

If using a desktop version there would be a state e-filing fee, but you avoid that by printing and mailing your state return.

To see your charges in an online version:

1. Sign in to your account.

2. Click "Tax Tools" in left hand menu

3. Click "Tools" in left hand menu
