If you are filing your tax return through the Post Office, then yes...send the tax return, the voucher, and the payment to the IRS. If you have previously e-filed but did not opt to have your taxes automatically drafted from your bank account, then just send the voucher and payment to the IRS, in this case sending a copy of the return would not be necessary.
