Do i still have to file a 1099 misc if i pay contractors over $600 for the year, or for each instance i payed $600 or more

if the only people that work for me work as contractors how do i account for what i payed them, what do i file?

If you paid any one person over $600 total in a year, then you should be issuing a 1099MISC to that person.

Since you are in TurboTax self-employed you have access to "Quick employer forms" that will generate the 1099Misc for you and file them with the IRS.
