Do I still need to fill out the paper "Taxpayer Annual Local Earned Income Tax Return" form I received in the mail or is that all handled within the state e-file section?

It depends. TurboTax does include some City/Local tax returns in a few states. Here is a list. Link to City/Local Returns

If your city does appear on this list, when you print your State return, you still need to verify that the same completed form prints as the one you have received from your local government, as there are many, many different taxing jurisdictions in the US.
