DO NOT FILE issue

I tried to print my tax returns for filing by mail, but My state tax return form has watermark "DO NOT FILE" "FORM NOT COMPLETE". I tried to download all forms as mentioned in the FAQ section, but even that has the same issue. What changes should I make?

Many of the state forms are not yet final and ready to be printed for filing.  Please see the chart below that shows proposed availability dates for state forms.
